Trade Unions Contribute to the Formulation of Zambia’s 9th National Development Plan

Trade unions play a critical role in ensuring that national development policies reflect the realities and aspirations of workers. Their participation is essential for promoting inclusive and equitable development.

The Government of the Republic of Zambia is currently formulating the 9th National Development Plan (9NDP), which will guide the country’s socio-economic development agenda from 2026 to 2030. As key stakeholders in the labour market, trade unions have an important role to play in ensuring that the Plan responds to the needs, priorities, and aspirations of workers across both the formal and informal sectors.

In light of this, the Friedrich-Ebert-Stiftung (FES) Zambia Office, in partnership with the Zambia Congress of Trade Unions (ZCTU), convened a National Workshop on Trade Unions’ Input into the 9th National Development Plan. The workshop brought together trade union leaders and representatives to review the 9NDP Issues Paper, examine current labour market trends and employment challenges, and develop policy recommendations from a labour perspective. The discussions culminated in the development of a consolidated Trade Union Position Paper and key resolutions aimed at promoting decent work, social protection, skills development, productivity, youth employment, and inclusive economic growth within Zambia’s national development framework.
